b23940. An overhead tower wagon, this was used to repair the overhead wire system on the tram lines. The wagon belongs to the Blackburn Corporation Tramways. It also bears the name of J.M.Cowell, who was manager from 1929 to 1937. Note the Blackburn coat of arms next to the open cab. date of photograph, 1930's. N. 163.
