Henry Smalley, J.P., 1865-1933 (Cotton Manufacturer)rnHenry Smalley was for many years the principal of Smalley's Elswick mills, Blackburn. His grandfather a pioneer in the trade, was a putter-out to handlooms before power-looms were invented, and Henry smalley, like his forebaears, preferred to live in the vicinity of his own mills, surrounded by his own work-people.rnA staunce Liberal and a Methodist, he will long be remembered for his bitter fight with the local brewers, one of whom R.A.Yerburgh of Woodfold, was lord of the manor of Mellor. As chairman of the Assessments Committee of the Blackburn Union, he was regarded as the author of a scheme for increasing the rateable value of all licensed property in the district. For this reason, in 1901 a determined effort was made to oust him from his seat and everything was thrown into the scale for him.rnHenry smalley died at Elswick, Mellor in June, 1933, at the age of sixty eight. rn
