Copy of a painting by Vladimir Sherwood of the laying down of the foundation stone (in 1860) of the Blackburn Cotton Exchange on King William Street. Opposite is the recently built Town Hall and Library Street (now Museum Street) running off to the left. The original oil painting can be seen in Blackburn museum and Art Gallery.
