Listed buildings are those which are of special architectural or historic interest. All buildings before 1700 in something like their original condition are included, as are most buildings between 1700 and 1840. More recent buildings have to be of definate quality to be included.
There are 3 categories: 1 - of exceptional interest, 11* of particular importance and perhaps containing outstanding features, 11 - of special interest which warrents every effort being made to preserve them.
There are some 220 buildings and structures in the Borough which are listed, as against a total building stock of approximately 75,000 buildings. Most buildings erected before 1840 and which have survived are listed. With more recent building there is greater selectivity, although exceptional buildings built as recently as the 1930's and 1940's are listed. There are three grades of listing - I, II* and II. The commonest are Grade II with only outstanding and unique buildings listed Grade I. Listed buildings have been protected since 1944. A structure which is listed may not be demolished or altered in any way that affects its character without the consent of the Council.
There are two Grade I Listed Buildings in the Borough, Pleasington Priory and Turton Tower. The latter from its origins as a peel tower, has been added to over the centuries in a variety of styles to form an impressive architectural composition. In the urban areas the most significant listed buildings are the churches and major public buildings, such as the Old Town Hall. However, only two mills are listed - Imperial Mill in Blackburn and India Mill in Darwen, the latter including the fine mill chimney which must be one of the most impressive of its type in the north of England. There are also several fine examples of domestic architecture such as rows of weavers- cottages and individual 16th and 17th century dwellings within Blackburn.
